A small chance to speed up the containment breech, seeing as the containment is always on close watch when 019 is logged in

# r0jkij91mDml1ew0This is intentional so it can't self beach with 019-3 without a player online. Also, it would allow anyone to get on and insta-breach if one is already random spawned. Denied.
