Incident Report #006 "Beauty and the Beast" - 03/08/1985

"Preparations"
Incident began with Security being called to R-Wing for a test. This test involved SCP-427, with the goal of extracting vital organs from D-Class at different levels of 427 exposure. All of Security was briefed on the goal of the test by Dr. Smooth who was leading it. Before the test commenced, a gate was constructed between the large testing chamber in R-Wing (will further be called Big Testing Chamber) and the main open walking grounds. This gate was constructed by Lieutenant Engineer Scott, and was rigged to be electrified by four separate car batteries, so if an SCP-427-1 instance breached containment during the test, it was to be hopefully neutralized by the gate. This gate was named by personnel present as the "Tesla Gate". The gate was specifically constructed to be maze like, so it would take time for the instance to cross. Inside the room the D-Class was supposed to be tied down in restraints I believe during exposure on an operating table. Inside the room was neurotoxin gas, which was to be released as well to kill a 427-1 instance.

I decided to take command of the security present, given that none of my SOC were present at the time of being briefed. I had all members of Security initially present to be given a hazmat suit, a gun of their choice from the SOC armory and a two-plate vest alongside a PSGAT Helmet for armor. One select member of security named SSA Cuba was given a fire suit and a flamethrower, as authorized by Command. More security members were received while the test progressed and as such were unable to get gear without leaving.

Strategic positioning was set up in order to properly mitigate all risks given if a SCP-427-1 instance breached containment. Two agents were assigned to the front door of the Big Testing Chamber to oversee Dr. Smooth and to escort him out at all costs given an emergency. One agent was assigned to door controls. Lt Scott was at the Tesla Gate, ready to activate given the command of an agent stationed at the door. Every other agent was assigned past the gate by the rafters that overviewed the Tesla Gate. They were given orders to leave the middle ramp open so that our flamethrower operator would have a clear line of sight and would not accidentally burn security forces. All security were to not fire until both the Engineer and all personnel retreating from the Tesla Gate were either safely past the flamethrower operator or had been killed in some way in order to prevent friendly fire. FMO Amuka and Head Marshall Chekov were both at points inside the Big Testing Chamber, assisting Dr. Smooth in the autopsies. All personnel were wearing Hazmat Suits or BCUs to avoid exposure to the neurotoxin if released. By the time the breach occurred, about eleven security were present, and three research staff, as well as the engineer.


"The Beast"
At the 3rd stage of the test is when the containment breach happened, the incident will be summarized as best as follows. Note that everything happened within an extremely quick timespan. Firstly as prepared for and expected, an SCP-427-1 instance was created upon exposure to SCP-427 three times and broke out of it's restraints. Dr. Smooth quickly moved to release the neurotoxin into the chamber but was unable to properly turn the valve due to the stress. Immediately 427-1 broke the containment door open in one hit, causing the two agents to panic and open fire. Given the situation, I ordered the Tesla Gate system to be activated. However though, Lt Scott delayed activating the Tesla because Dr. Smooth who had been hit by the instance was running through it and got stuck in it's maze like design allowing time for 427-1 to catch up. By the time the Tesla Gate was activated, both Dr. Smooth and SCP-427-1 had escaped alongside Head Marshall Chekov who joined in the firing line. Two of the personnel past the Tesla Gate were killed immediately by SCP-427-1 and one being knocked unconscious.

As soon as 427-1 made it through the Tesla Gate it attacked and killed Lt Scott due to his delayed action to activate the Tesla. Dr. Smooth hid while the instance was distracted. Immediately Security stationed on the rafters opened fire with their guns, which seemed to barely affect the instance. The flamethower operator managed to light the instance on fire, due to it being distracted attempting to find Dr. Smooth, however cohesion was soon lost when the operator was charged at by 427-1 and killed upon impact. Security teams then did a fighting loop around the rafters which were positioned in a circle around the overview of R-Wing, while SCP-427-1 followed and killed any Security member unfortunate to not be fast enough to get away. At this point I was charged directly by the instance and hit, causing me to be sent flying and impacting across the opposite side of the room. Luckily my injuries were minimal despite the force and I continued to engage the beast. Head Marshall Chekov was critically wounded in a corner but managed to escape by crawling away and towards EZ where they hid in my office. After about a minute of continuous fire and bravery from all security forces present, SCP-427-1 was injured heavily enough and ran away. By that time only four Security personnel remained in the room, including SAC Radant who was unharmed, Containment Agent Bronze who was minimally wounded, Special Agent Mov who was heavily wounded and me.

After seeing the coast was clear for now, Dr. Smooth emerged from his hiding area and consulted the remaining four security with fighting capabilities onsite. Immediately I attempted to contact command, who at this time did not respond. A last ditch plan was devised between all five of us to attempt to neutralize the beast, by luring it back into the Tesla Gate. A D-Class was to be retrieved from D-Block and to be used as a lure by Security to attempt to get the beast back into the Big Testing Chamber, which once inside Dr. Smooth would activate the Tesla Gate, which would hopefully neutralize 427-1 when it attempted to return back through. I knew it was a last ditch attempt to save the facility if Command didn't respond, and otherwise a Code Black would have to be instated. Radant and Mov were assigned to retrieve the D-Class and get them prepared while Bronze was to go to EZ (where the 427-1 instance was supposedly) and lure them closer to LCZ and R-Wing, while I covered Smooth to make sure he was as safe as he could be given the situation. The D-Class was retrieved before Command responded, ordering a situation update before deciding to lure SCP-427-1 to surface. As such, Radant and Mov were assigned to lure them towards surface before the instance reached there on it's own. A loud boom and shake was heard, before Command confirmed the instance was destroyed.

"The Beauty"
Immediately after the remaining security I had left and I including Radant, Mov and Chekov (who had stabilized himself) went to surface to secure the gate before Dr. Smooth announced SCP-427 had been lost. Apparently when the instance was created, he did not have it on his person, instead he had given it to the D-Class (before reassignment to SCP-427-1) to expose themselves. As such it was left on surface in a crater that command had created, possibly damaged or destroyed. As such we rushed out to surface to follow coordinates given by Command on the location of SCP-427 or what remained of it. We had to move on foot because all of our transports had previously been destroyed. When we were getting close to the coordinates, a GRU-P truck was spotted in the distance and was promptly shot at for fear of them capturing SCP-427, however it got away. When we reached the coordinates, SCP-427 was indeed nowhere to be found and immediately after on public communications GRU-P confirmed that they had retrieved the amulet while taunting us. I gave the order to retreat despite Command's own orders to counter-attack GRU-P, as we did not have the capabilities to launch a counter attack with extremely wounded personnel and only four security. Indeed if the retreated to their forest base, we would not have been able to get in anyways as a heavy metal door prevents entry.

Throughout the rest of the day, we received communications from GRU-P on multiple occasions asking us for information on SCP-427 which we refused. This was followed by active threats against us, leading to a raid against Area-48 and several attacks on Castle (surface gate) by both explosives, trucks, helicopters and more. Luckily all were defended against successfully however it caused great distress in what little staff remained onsite post incident. By the end of the day our facility was heavily damaged, our numbers depleted, staff exhausted and SCP-427 missing, presumably in GRU-P hands.

"Casualties"
The day was not kind to us and the gods did not favor us. As such we experienced numerous casualties. By my estimates 57% of our entire facility staff were killed by SCP-427-1, this includes researchers, security and engineers. Specifically for Security, 59% of all members were killed in action. Luckily no members of SOC or ROC were lost in the incident. From those who participated in the test only the following survived: FMO Amuka, SAC Radant, SA Mov, SSA Eckhart, Head Marshall Chekov, Dr. Smooth, Chief Danger.

Numerous personnel involved in the test were found in various states dead, this is a list of their fates. This list only includes identified personnel.

  • SA Crabov - Found dead in Big Test Chamber control room, numerous bones showing through a tattered hazmat suit.

  • SSA Cuba - Fire suit found heavily charred around body, due to small explosion upon impact of flamethrower's gas tank against wall. Autopsy reports several broken bones in the chest area, spinal cord fractured.

  • SSA Price - Dead in a corner slumped over R-Wing rafters. Subject's hazmat suit was broken. Internals were leaking from an open crack in their skull. Eyes were located approx. five meters from body.

  • SA Bergs - Found with a hole punctured into the stomach area of the body roughly the size of SCP-427-1's fist. Intestines were falling out along with profuse bleeding.

  • Lieutenant Scott - Multiple impacts on chest area, as well as glass shards sticking out of body from destroyed window. Autopsy found multiple fractures and internal bleeding likely cause of death.

  • CA Bronze - Body found ripped in half by upper and lower torso in Heavy Containment Zone.

  • Dr. Erler - Body found smashed against the wall in lower R-Wing. Only recognizable from ID.

  • Dr. Carlos - Found deep in security wing with a gash across chest. Likely died from blood loss.


    "Conclusions"

The test may be considered a failure on all fronts. We did not receive any significant advancement into researching SCP-427. We lost numerous personnel. We lost SCP-427. Our facility remains heavily damaged and needs urgent repairs, specifically R-Wing. A hostile GOI gained Foundation property.

However over reviewing and thinking about this event for the past several days I have came to the conclusion that nothing could have been done to mitigate this disaster and it is not the fault for either the Security present, the engineering department, or Dr. Smooth who organized the test. I believe wholeheartedly that Dr. Smooth was not responsible for the deaths of those around him and did everything in his power to mitigate the risks before and during the test. He was constantly communicative with Security, recommending procedures like getting heavier weaponry and armor from our armories. He also had two failsafe's prepared in case of emergency, that being the gas and the Tesla Gate. He was also active in planning once containment had gone wrong and was willing to risk their life for the security of Area-48.

I also believe Security did a commendable job, following orders to a tea being extremely professional and highly disciplined. Every member bravely stuck their life out to kill the instance in R-Wing even though every single member likely knew that they were going to die fighting. I believe all of them are heroes, especially those who are no longer with us.

I have three recommendations to make for the Head of Research, Director and Command. I would like to suggest that if SCP-427 is to be retrieved that no testing is to be permitted on the object unless explicit approval is given by Foundation Command. No less than fifteen security officers have to be present during testing, including at least one ASAC or ASAC equivalent security member. Furthermore like with the preparations made for this test, specialized devices should be made and implemented to attempt to terminate and instance of SCP-427-1 were it to be created. I believe the Tesla Gate was an excellent idea however it was just mishandled and should be re-evaluated by our engineering department.

In conclusion nobody was at fault for what occurred in this incident. I have listed suggestions to improve upon security for future testing and I hope them to be implemented. I apologize for having this happen under my watch but there was nothing additional to be done without revamping testing protocol. I wish there was something better to end this on, but sadly... 'The show must go on.'

This entire thing sucked. However - I think it went as well as it could have considering the breach.

Okay, seriously though; we avoided a total staff wipeout and a code black. With the breach in mind, I think the work we did that night was successful.

I hope Research sees this as a lesson more than anything.
