Incident Report #005 "Tribes and Tribulations" - 03/07/1985

"Bugs"
Incident began with a "test" on UA-003 designated "Portal in the Lake". I myself was not aware of this test occurring or starting, as I was busy beforehand. Security was notified to begin making their way up to surface when requested over radio. Dr. Bee had split several agents into two squads, respectively Squad A and Squad B. To my understanding, neither of these squads did anything different. Both squads were tasked with retrieving an entity from the ground, that I will designate UA-003-A, using a D-Class bait. Medical Director Kingsley was given command of the situation, with SAC Radant and Head Marshall Chekov overseeing. While attempting to capture UA-003-A, multiple instances attempted to drag staff & security underground, which were promptly terminated. One instance was able to be captured and brought back into the facility using a containment cube requiring multiple security members to keep it restrained.

"Tribes"
While containing UA-003-A, unknown attackers that I will designate as 'Tribals' began harassing staff on surface. At first it began with shouting in an unknown language, seeming primitive in nature from what I heard. This quickly escalated into a firefight, with Tribals attacking security members and researchers with crossbows (not bows). Multiple injuries were sustained and in critical condition, so I ordered all wounded personnel to retreat to Investigations Medbay for treatment by Medical Director Kingsley, FMO Hernandez and FMO Devante. Other personnel were to assist in containment of UA-003-A. At this time an unknown amount of Tribals began pounding on our front gate, with only me watching over it due to the shortage of staff. Shortly after, the front gate was broken down by unknown methods, and the Tribals gained access to Area-48.

"Tribulations"
Immediately after the gate broke down, security was informed and set a perimeter outside the main gate, the door seemed to be malfunctioning however and stayed open. At this time a Tribal began firing on SAC Radant who was trapped behind the gate prior to it opening and was injured. However when I got down from the surface, the Tribal had disappeared. ROE was set to shoot onsight the Tribal. Soon after, a sighting of the Tribal was found in Entrance Zone, and security teams were dispatched to prevent further breaches into the facility. Senior Agent Bergs was sent to man LCZ Checkpoint while I maintained EZ Checkpoint. The Tribal seemed to use the vents as a method of transportation and moved unusually fast, impossibly fast to catch up with by Security Personnel. It is unknown if this had to do anything with UA-003 or if it was some other anomalous behavior. During this time UA-003-A was able to be contained in R-Wing and Security was assigned into three man squads to patrol EZ. At this time is when I was suddenly shot by a dart, which appeared to have the properties of a tranquilizer along with FMO Hernandez by the Tribal who entered the room while I was not looking before getting away. At this time I decided to transport myself and Hernandez down to my office, as by that time he was already unconscious. Before falling unconscious myself, the Tribal was confirmed neutralized by security.

"Aftermath"
After waking up, I was informed two more Tribals had been eliminated by SAC Radant following previous ROE. As such I decided to update ROE to attempt to tranquilize and contain a Tribal subject, unless they used force and injured foundation staff. Security was moved to castle to prevent any more Tribals from getting in and to attempt to safely hit them from the safety of the towers. At this time, I was accidentally hit by another tranquilizer this time from Medical Director Kingsley, so I decided to retreat back to the gate that Dr. Harrison was holding. At the time of waking up one Tribal had breached into the gate in which I came face to face with them. I attempted to communicate with the Tribal using English and gesturing with my arms to show I was unarmed, however they did not seem to respond kindly as they yelled at me before shooting me with a crossbow, which luckily did not seem to get through my two-plate vest. They then seemingly used a screwdriver to open the vent and close it next to us that led into engineering bay, seemingly showing they had both knowledge of our facility and knew how to open and close vents using tools they got from our facility. As such security teams attempted to catch them before they got past engineering bay but due to their suspiciously quick movements they were able to get past into HCZ. I was informed shortly after that an Agent going against ROE had shot and killed the Tribal. Seemingly this was the last one, as no further incursions or sightings happened on surface.

"Conclusion"
This Tribal group that was encountered seems to be highly organized and somewhat capable of basic hit and run tactics. They seem to have strangely high movement speed from the looks of it, capable of outrunning even unarmored targets by a large margin. They also have the capability of extreme stealth and sight in otherwise dark environment such as at night and seemingly prefer it. It is unknown if they had any relation to UA-003 or are affiliated with GRU-P in anyway. They possess basic language skills and repeat a certain unknown phrase when encountering foundation staff, of which I don't exactly remember or could translate regardless. They are seemingly extremely hostile even with unarmed and friendly subjects as I found out. Tribals also have a unique resistance to tranquilizers despite seemingly coming up with their own, making capture difficult or impossible in most circumstances. I recommend research look into this group, just based on my own reading of your department's notes it may have some relation to UA-002 given it's tribal-esque origins. If captured, Tribals should be studied for if they possess anomalous properties relating to their strange attributes. ROE against tribals currently stand as avoiding engagement or attempted capture/containment for interrogation and research.

As for facility staff, many casualties were reported regarding injuries, however no staff member has been killed by the Tribals. All injuries were sustained were either minimal or substantial not leading to critical condition. All personnel who were tranquilized by the darts fired by the Tribals show no signs of complication, as it is adjacent to the tranquilizers we currently use in containment protocol. UA-003-A is still hostile but is unlikely to breach temporary containment measures any time soon, so no worries in that regard either. No corpses of Tribals were retrieved as far as I am aware.
