Hours of activity sign

Seeing Cold War come back is nice but if we want more new players to join and stick around, I think we should put up a sign in the trainee room or maybe gensec spawn that says when the active hours on, so they know when to come on or come back. Concordia did it for a while when i first joined, and they removed it when the server was constantly full.
